Each step records what it did, so the chain from a reported tonne back to a cell somebody typed survives the people who built it.
The Commission's reporting template requires operators to account for super-pollutant incidents notified through the International Methane Emission Observation Methane Alert Response System. In plain terms: the regulator may tell you a plume was seen over your asset, and you will have to explain it.
A Tier 1 inventory cannot answer that. It multiplies your production by a global average, and the published range for upstream oil fugitives spans four orders of magnitude with an uncertainty of minus twelve to plus eight hundred per cent. Defensible for a national inventory, useless for one field on one day.
That gap is why the Commission is forcing the transition, and it is why this product exists. The arithmetic was never the hard part. Proving where the number came from is.
